Person
Joseph Rochefort
Head of Station HYPO, Pearl Harbor
Life: 1900–1976
The intelligence officer who filled the gap in a partly broken code by experiment, fixing "AF" as Midway.
The communications-intelligence officer who ran the codebreaking unit in the basement at Pearl Harbor. The Japanese naval code was only partly readable and the objective remained the designator "AF". His unit had Midway transmit in plain language that its water plant had failed, then watched for Japanese traffic reporting that "AF is short of water" — turning a guess into an experiment. He held his reading against a contrary estimate from Washington, and Nimitz acted on it.
Strategic signature — turning ambiguity into a testable question
The Pearl Harbor unit Rochefort led had only partly broken the Japanese naval code. They could see that the objective was designated "AF"; they could not see where AF was. Their move was not to argue their guess but to convert it into something that could be tested.
Midway was told to report in plain language that its fresh-water plant had broken down. Days later, Japanese coded traffic reported that "AF is short of water." The hypothesis had come back as an observation.
Recurring patterns
Release a marked hypothesis
Put a tag only you can recognise into the other side's network and watch whether it returns. Settle the question by experiment rather than by argument.
Build the whole from fragments
With a low decryption rate, call signs, traffic volume and stock phrasing were enough to reconstruct the order of battle and the schedule — usable before it was complete.
Hold the line against the higher estimate
He kept his reading while Washington disagreed. Without absorbing that friction, accuracy never reaches the commander.
Strengths and limits
Can present uncertain material in a form that can be checked.
If the probe is noticed, it can be turned around. One success does not validate the method.
Can assemble a usable picture from fragments.
The assembly is hard for others to audit, so trust rests on personal record rather than on process.
Where the signature showed — Midway
When codebreaking is credited with the victory, the emphasis usually falls on what had been broken. What actually decided it was how the unbroken part was filled in — by experiment.
